Luc Tapella
Director, Institut Luxembourgeois de Régulation (ILR)
Luc Tapella started his career as auditor at Coopers & Lybrand and at the Luxemburgish bank BCEE (Banque et Caisse d’Epargne de l’État), after graduating with an MSc in Economics from the University of Aix-en-Provence (France). Six years later, in 1999, Luc joined one of Europe’s most important private satellite operator, SES ASTRA. Within a space of three years, he progressed from Marketing Project Coordinator in the Marketing and Commercial Department to Assistant of the director in the Marketing Department. In 2002, he moved to SATLYNX, an SES subsidiary, where he gained experience as a Senior Finance and Administration Manager and as a member of the executive committee.
Luc Tapella began his career with ILR (Institut Luxembourgeois de Régulation) in 2005 and worked as the head of the Department of Economic Studies, and Department of Accounting and Administration up until 2010. Over these years, he was also responsible of the postal sector. Before becoming Director of the ILR in May 2015, Luc Tapella was the Chief Financial and Administrative Officer for Wagner Management, the lead company for the Wagner Group and member of the executive committee.

Peggy Valcke
Executive board member at the Belgian Institute for Postal Services and Telecommunications
Peggy Valcke is executive board member at the Belgian Institute for Postal Services and Telecommunications (BIPT - IBPT), where she is in charge of HR, legal affairs and network security. She is also (part-time) full professor of law & technology at the Faculty of Law & Criminology at KU Leuven. She combines academic, regulatory and public policy experience in the broad domain of ICT law. She has been member of the General Chamber of the Flemish Media Regulator and assessor-judge at the Belgian Competition Authority for 15 years (2008-2023). She served as personal advisor to Vera Jourová, Vice-President European Commission, in the context of the European Media Freedom Act (2022-2023), and as expert media policy in the cabinet of the Flemish media minister (2005-2008). She is head of the Belgian delegation in CAI, the Council of Europe's Committee on AI tasked with negotiating a European Convention on AI, and previously served as elected vice-chair of its predecessor committee, CAHAI. At KU Leuven, she is co-director of CiTiP, the Centre for IT & IP Law, where she (co-)developed research lines in the areas of media and communication platforms; cybersecurity and cybercrime; autonomous and intelligent systems; privacy and data protection; and data economy and governance. She is also executive committee member at Leuven.AI and principal investigator at imec (previously iMinds). Peggy has taken up positions as visiting and part-time professor at Tilburg University (Netherlands; 2009-2018); Bocconi University Milan (Italy; 2018-2019), the European University Institute in Florence (Italy; 2014), and Central European University in Budapest (Hungary; 2006-2007).

Jasper Nagtegaal
Jasper Nagtegaal is responsible for the directorate of Digital Resilience within the Dutch Authority for Digital Infrastructure. In that role he is responsible for all operations on certification, supervision and enforcement under regulation of EECC, NIS/NIS2, CSA and eIDAS/eIDAS2 as well on certain public-private regulated ecosystems on eID and e-procurement. Over the past years he developed experience on implementing and building supervision on digital regulation like NIS and eIDAS in the Netherlands. In those years he also worked on strengthening cooperative supervision and combined reporting form the different regulators in the Netherlands.

Desirée Alegre
With a Bachelor’s Degree in Business Management and Administration and a specialization in International Trade and Logistics, Desirée successfully transitioned into the field of cybersecurity five years ago. Passionate about making cybersecurity more accessible, Desirée advocates for enhanced training opportunities in Luxembourg, particularly for women entering the field from non-traditional IT backgrounds. By emphasizing the value of transferable skills and diverse perspectives, she aims to empower individuals to contribute meaningfully to the cybersecurity landscape. Currently serving as Senior Cybersecurity Consultant and Project Manager at AdronH, a cybersecurity company, she specializes in Governance, Risk and Compliance (GRC) and cyber resilience.

Luigi Barboni
After graduating in electrical engineering in 2006, Luigi joined the Luxembourgish police force in 2008 and worked as a patrol officer until 2017. In that year, he moved to the investigation team in the New Technologies Division of the Criminal Investigation Department. Following the police reorganization in August 2018, his team was transformed into a separate cybercrime department. From 2019 to 2021, alongside his full-time investigative work, he completed a Master's degree in Forensic Computing and Cybercrime Investigation at the University College Dublin (UCD). In December 2021, he left the police service to continue working as a civilian investigator in the Cybercrime Unit.

Didier Barzin
CISO at Centre Hospitalier Emile Mayrisch (CHEM)
Didier is the CISO at Centre Hospitalier Emile Mayrisch (CHEM), a 2000-staff hospital in Luxembourg, where he leads the implementation of cybersecurity best practices and regulatory compliance, including ISO 27001 and ISO 22301. Passionate about open source, he is the creator of Deming, an ISMS tool designed to align operational security with regulations such as NIS2. Didier actively contributes to the cybersecurity community through talks, working groups, and publications.

Sheila Becker
Head of Network and Information Systems’ Security, Institut Luxembourgeois de Régulation (ILR)
After her PhD graduation in 2012 from University of Luxembourg and University of Lorraine, Sheila worked at ILR (Institut luxembourgeois de Régulation) in the telecom sector before joining in 2016 the Luxembourg Armed Forces as head of the cyberdefence team and was soon afterwards seconded to the Directorate of Defence as cyberdefence advisor. Meanwhile in 2019 she found her way back to ILR as head of the Network and Information Systems' Security (NISS) team for implementing the NIS Directive as ILR became the competent authority for energy, transport, drinking water, health, and digital infrastructure. NISS team is also supervising the security measures and incident notification obligations for the telecom sector under the EECC and will be in charge of implementing NIS2 once it has been transposed to national law. Sheila is founding member of Women Cyber force and was vice-president for the first 2 years of the association.

Sebastijan Čutura
Senior Manager for Industry Cyber Security at ECSO
Sebastijan Čutura works as a Senior Manager for Industry Cyber Security at ECSO, where he manages a working group “Cyber Threat Management” and analyses cybersecurity policies and their regulatory impact on end-users with a particular focus on NIS2 Directive. He founded and manages ECSO CISO Community, which has grown to over 600 members. He also orchestrates strategic CISO Meetup events that facilitate valuable collaboration and knowledge exchange among information security executives and industry leaders.
Sebastijan is a regular contributor to international high-level initiatives including the World Economic Forum's working group. Sebastijan frequently speaks at international conferences and is a member of the Advisory Board of the Cybersec Europe Conference.
Prior to his current role, Sebastijan was working in the European Parliament's ITRE Committee, where he worked directly on the development of the NIS2 Directive. He holds a Master’s Degree from Economics School of Louvain.

Johan de Wit
Dr. Johan J. de Wit MSSM works for Siemens Smart Infrastructure in a non-commercial, global, role as Technical Officer Enterprise Security. He is involved in global Siemens portfolio development and follows national and international trends and developments in the fields of safety, security and risk management. He is a member of various government committees, advisory boards, workgroups and communities of practice of norm institutions, government, academia and business associations in the Netherlands like: National Cyber Security Center, ASIS, Information Security Forum, Overseas Security Advisory Board (OSAC), National Network of Risk Management, Royal Netherlands Society of Engineers, Federation Safe & Secure NL. He is a regular (non-commercial) speaker at conferences and universities and publishes papers and articles.

Guillaume del Pizzo
Entrepreneur & Risks Management Expert with over 18 years’ experience in insurance sector. Guillaume is currently Business Developer at IBA PARTNERS, insurance broker, where he supports companies to identify, mitigate and transfer risks to the insurance market at the best conditions. He holds a Master’s degree in Business Management as well as a Bachelor in Marketing.

Timo Denis
Timo Denis is Global Information Security Officer at IEE S.A., focusing on securing complex, international environments. With certifications including CISSP, CDPSE, CEH, and ISO 27001, Timo Denis brings practical experience in open source, privacy, and infrastructure security, particularly in the automotive and industrial sectors.

Karl Dobbelaere
Karl Dobbelaere is Advisor at the Belgian Center for Cybersecurity, with a focus on the cybersecurity of Operators of Vital Interest, including NIS2 entities and Government organisations.

Alexandre Dulaunoy
Alexandre Dulaunoy encountered his first computer in the eighties, and he disassembled it to know how the thing works. While pursuing his logical path towards information security and free software, he worked as senior security network consultant at different places (e.g. Ubizen, now Cybertrust). He co-founded a startup called Conostix, which specialised in information security management. For the past 6 years, he was the manager of global information security at SES, a leading international satellite operator. Since 2010 he is working at CIRCL in the research and operational fields. He is also a lecturer in information security at Paul-Verlaine University in Metz and the University of Luxembourg. He is also the lead developer of various open source tools including cve-search and member of the MISP core team.

Jacques Federspiel
Jacques Federspiel is the Chief Information Security Officer at Hôpitaux Robert Schuman. He has spent over a decade leading healthcare IT and Information Security teams and several Innovation projects. Prior to this, Jacques had more than 22 years’ experience in the financial services sector at Dresdner Bank and Commerzbank in Luxembourg, and he held positions including Head of IT Infrastructure, IT Lead branches in Europe and Deputy Director International Applications and Integration Europe. Mr. Federspiel is also member of the validation commission “Accreditation of prior learning and experience” called VAE at Ministry of Education, Trainer at Lifelong Learning Luxembourg Center at CSL, Commissioner of group „Formation professionnelle“ at Chambre de Commerce and Ministry of Education and Board member „Erliefnis Baggerweier“ in Schengen for integration of persons with disability into the working environment, Board member of “SOS Detresse” with the objective to offer discreet help to people in need, Board member of “GoldenMe” with the vision of a society where digital technology is accessible and beneficial to everyone, regardless of age and finally long term BEESECURE trainer at SNJ promoting and teaching safer, responsible and positive use of information technology for children, young people, parents, teachers and citizens.

Michèle Feltz
Dr. Michèle Feltz is working in the National Digital Trust Body of Luxembourg’s Institute of Standardisation, Accreditation, Safety and Quality of Products and Services (ILNAS). She supervises trust service providers established in Luxembourg and participates in the standardisation activities of the technical committee ETSI/ESI (Electronic Signatures and Infrastructures). She is Vice Chair of the ENISA ECATS (European Competent Authorities for Trust Services) Expert Group since November 2022. Before joining ILNAS, Michèle worked at the National Commission for Data Protection in Luxembourg. She received her Master degree in Mathematics from the University of Fribourg in 2010 and her doctorate in Computer Science from ETH Zurich (Switzerland) in 2014 with a thesis on “Strengthening the Security of Key Exchange Protocols”.

Cindy Guerlain
She holds a Master’s degree in Engineering from the Ecole Centrale de Lille with a specialisation in Transport & Logistics, as well as a Master of Science in Project, Programme and Business Development from Skema Business School. A passionate scientist with over 15 years of experience in research and innovation projects in the logistics and ICT domain, she combines academic activities with consultancy for both private and public companies. A multi-certified project manager (PMP®, PRINCE2®, and HSTP®), she is deeply involved in European and national projects, serving as a logistics expert and project manager. She is on a mission to advance the way we think about and approach logistics by developing efficient, sustainable, and resilient freight transport systems. Her expertise spans modelling, simulation, data analysis, and the development of policies and strategies. She loves to explore innovative solutions to transport challenges. As a researcher, she has published several articles in high-ranking journals and has presented her findings at conferences around the world. She has worked closely with stakeholders at all levels, from government officials to industry leaders, to achieve common goals.

Mike Henschen
Mike is a coordinating cybersecurity specialist at NCSC-NL. Among other things, Mike is tasked with setting up operational cooperation agreements with the sectoral CSIRT’s and Competent Authorities in the Netherlands. He is also responsible for implementing the SPOC tasks for NCSC-NL as described in the NIS2.

Björn Leenen
Bjoörn has over 25 years of experience in IT channel and IT distribution. Björn is CISSP Certified since 2014, which is one of the leading certifications in the field of Security. From 2015-2018, he was an IT service provider himself and with that knowledge he is now Senior Solutions Engineer at Datto/Kaseya. In 2019 and 2024, Björn received the title of SE of the Year. In his career at Datto/Kaseya, honesty, openness, Business Continuity, Security and Accountability have always been the spearhead of the conversations. Björn regularly speaks at (inter)national events about his (work) passions such as Pentesting, IT Security and Business Continuity.

Nicolas Lempereur
After two years working as a telecommunications and network engineer, Nicolas started working for the Network Security Department at BIPT in 2022. He’s responsible for the coordination of Critical Infrastructures inspections and the management of the risk assessment process in the electronic communications and digital infrastructure sector.

Joseph Mager
Joseph’s passion for information security has shaped his academic and professional career. As a math student, he sought out specific courses in this field and chose a related topic for his Master Thesis. After having worked in other IT areas, he joined the cyber security practice of Siemens in 2001. In 2011, he joined NS and defined the NS cyber security roadmap including an implementation program and formed the NS Information Risk Management group. He currently works as manager Cyber Governance within the Directorate NS Cybersecurity, focusing on co-operation on cyber security within the rail sector, the implementation of the NIS directive and the organization of the NS with respect to cyber security. Joseph is the acting chair of the Dutch ISAC for Rail and of the CER Expert Group on Cyber Security.

Tim Mangold
Tim Mangold is a legal advisor at the Institut Luxembourgeois de Régulation (ILR), the competent NIS authority of the Grand Duchy of Luxembourg for all NIS sectors, except the financial sectors. Previously, Tim was admitted to the Luxembourg Bar and worked as a lawyer in several top tier law firms. He now assists the cybersecurity team of the ILR in all legal matters, participates in International and European Working ¨ Expert Groups related to Information System ¨ Network Security, and is involved in the implementation of the NIS Directive and the preparations for the implementation of the NIS 2 Directive in Luxembourg.

Céédric Mauny
Cédric Mauny is Strategic Advisor Cybersecurity at Proximus NXT and President of CLUSIL, the information security club in Luxembourg. With more than 20 years of experience in Luxembourg and in the cybersecurity (battle)field. Before, holding his current position, Cédric was Head of Cybersecurity Services and led a team of 23+ pre-sales and technical consultants in Security Operations Center, Ethical Hacking, Governance-Risk-Compliance and Incident Response. Since 2015, Cédric successfully co-led the ISO 27001 certification program of Proximus’ Managed, Outsourcing, Cloud and CyberSecurity services. Cédric is certified CISM, CISSP, CRISC, ITILv3, ISO 27001 Implementer and ISO 31000 Risk Manager. Cédric is also very active within the Luxembourg’s cybersecurity ecosystem as founding member and board member of several professional associations in the field. Cédric is also lecturer, speaker and moderator at various security conferences and mentoring in diversity programs.

Taco Mulder
With more than 35 years of experience in varying domains (public sector, private sector, non-governmental organisations) Taco supports, in his transversal CISO function, the different entities of the Belgian federal government. In his role he also coordinates the NIS2 deployment for the entities.

Mathieu Rinck
Mathieu is the head of the ANSSI service within the Cybersecurity Department of the High Commission for National Protection (HCPN). He has been passionate about information security governance for over 20 years. Previously, he worked notably as an IT Auditor for a Big Four, CISO of a Bank and auditor within the National Commission for Data Protection (CNPD).

Edouard Sauret
Edouard is an engineer having 20 years of experience in the development, integration and testing of automotive SW with a focus on functional safety. He also acted as an assessor according to the ISO 26262 standard. He recently converted to cybersecurity and joined the NISS Team from the ILR (Institut Luxembourgeois de Régulation).

Sebastiaan Schuemie
Sebastiaan has been working for Rijkswaterstaat since 2019. First as a security architect and since 2023 as a Senior advisor cybersecurity for both IT and OT. Before that, Sebastiaan worked for more than 10 years as a Project Manager IT and Information Security Manager for a drinking water company. As a result, Sebastiaan has a lot of experience with critical infrastructure. In addition to the position of advisor, Sebastiaan leads the ATHENA project. An EU project co-funded by the European Union. In a consortium of various parties from various EU countries, training modules are being developed for people who work with critical infrastructure in the water sector. The development of training modules is scientifically substantiated. In doing so, we also provide knowledge in the field of learning with innovative technologies in the world of cybersecurity.

Mark Schut
Mark Schut joined FrieslandCampina in 2018, first as Maintenance and OT Manager of the site Borculo and since June 2023 as Business Group Manager within their Global Supply Chain. In this role, he is responsible for the overall performance of Operational Technology within the BG’s Ingredients and Specialized Nutrition. One of his main drivers is to enhance the overall awareness and performance on cyber security. As a result – he has led several programs that supported the development of OT Incident Response Plans, internal OT Policies and Best Practices and the selection & deployment of a Network Security Monitoring application. FrieslandCampina is a Dutch dairy cooperative that was founded in 1871. With 19,576 employees and branches in 30 countries, their products find their way to more than 100 countries. With recognizable brands like Friesche Vlag, Chocomel and Campina, consumers are often unaware that FrieslandCampina is also a leading producer of high-grade ingredients for in Infant Food Nutrition and Pharmaceutical Products.

Ingrida Taurina
As of 1st January 2025, Ms Ingrida Taurina is a Head of the Policy Monitoring and Analyses unit. She joined ENISA in 2012 and held various positions, the previous being the Head of the Executive Director’s office. Previously she was the Deputy Director of the Department of Telecommunications and Post in the Ministry of Transport and Telecommunications of the Republic of Latvia. Ms Taurina specialises in administrative and policy aspects of cybersecurity, and compliance with regulatory framework. She is certified expert in data protection.

Paul Timmers
Paul Timmers is professor at KU Leuven and European University Cyprus, former research associate at the University of Oxford, Chair of the Supervisory Board of the Estonian eGovernance Academy, and research fellow at CERRE. He is a former Director at the European Commission responsible for legislation and funding for cybersecurity, e-ID, digital privacy, digital health, smart cities, and e-government, as well as a former cabinet member of European Commissioner Liikanen. His main interests are technology and geopolitics. He is author of recent studies on digital industrial policy, cybersecurity strategic autonomy, resilience and security of telecoms as well as of digital supply chains. He is co-author of the recent EuroStack report on which he worked with his colleagues at WeltWert®.

Bouke van Laethem

Michel van Veen
Michel van Veen, a former ethical hacker and management consultant, brings over ten years of expertise in cybersecurity, with a focus on securing operational technology (OT) environments. Recently, Michel and his team at Schneider Electric have broadened their focus from solely cybersecurity to encompassing the entire digital transformation of OT environments.

Cynthia Wagner
Cynthia Wagner is the Chief Information Security Officer and Security Manager at the Restena Foundation, the national research and education network in Luxembourg. Previously, Cynthia was managing the Restena-Computer Security Incident Response Team. She graduated with distinction from the University with a PhD in computer science, where she studied the effects of various data mining approaches on flow measurements for improving security. Besides her daily work, she is currently co-chairing the CENTR (Council of European National Top-Level Domain Registries) Research and Developments Working group and an active member in different working groups at Geant (the collaboration of European National Research and education networks). On a national plan, she is active in various advisory boards and co-founder of Restena's cyberday.lu and the dataprivacyday.lu conference. The more, she is active in teaching. In her spare time, she loves to work in the garden and exploit new receipes in her kitchen (successfully and not)

Gérard Wagener
Gérard Wagener holds a bi-national Ph.D. in computer science from the University of Luxembourg and INPL Nancy, France, earned in 2011. His doctoral research focuses on adaptive decoying systems to improve intelligence gathering on attackers in computer networks. Gérard comes from the malware research community, where he worked on projects such as sandboxes for monitoring and analyzing malicious software. In addition to these hands-on activities, his scientific work has investigated malware classification using phylogenetic trees and intelligent high-interaction honeypots driven by game theory. He has been working for the Computer Incident Response Center Luxembourg since 2011, where he is involved in incident response, evidence analysis, large data processing, and project management.

Kurt Gielen
Kurt has extensive experience in IT architecture and cybersecurity, gained within the Ministry of Defense and the healthcare sector in the IT departments of Jessa and as ICT manager at ZOL.

Ruud Welschen
Ruud has been active in industrial automation in various sectors for over 25 years. Innovation and digitalization are the core of most of his activities. He has been involved in developments to improve the cybersecurity resilience of the industry since 2001. His motto is “security is collaboration”. Annemiek Wauters
Nowadays Annemiek Wauters is coordinator Relationship within the Dutch National Cyber Security Centre. Previous she has worked as deputy CSIO for the Dutch Police and as coordinator safety and security for the Dutch Customs. Her motto is: cyber is not just about technology.

George Tountas
George Tountas is a cybersecurity leader with over 15 years of experience in information security, governance, risk, and compliance (GRC). At SES Satellites, he leads the GRC team, overseeing the Information Security Management System (ISMS), certifications, and regulatory compliance efforts, with a current focus on aligning with the NIS2 directive. His previous roles include Senior IT Audit Manager at RTL Group and advisory positions at EY. George holds an MSc in Information Security from UCL and a BSc in Technology Education & Digital Systems from UNIPI. He is certified as a CISSP and CISA. George has contributed to the field through publications, and conference presentations.

Johan Klykens

Pascal Bertrand
Pascal is project manager at ILR in charge of the SERIMA platform development and operation. He is also in charge of the cybersecurity supervision of the water sector as well as the road and rail transport sectors. After his Master graduation in 2002, Pascal started his career in the automotive industry in Germany. First at the Mercedes research centre of Ulm, where he developed a pedestrian detection prototype. Then at the Bosch development centre of Stuttgart, where he acted as technical contact for the customer Audi, Fiat and Volvo for various projects. After that, he came to Luxembourg, where he was responsible for the diesel engine software development for Volkswagen. Finally, before joining ILR, he led various telecommunication and digital transformation projects. Pascal loves organizing, coordinating and developing innovative solutions.
Florent Lesueur
Florent Lesueur is the Chief Information Security Officer at Centre Hospitalier du Nord in Ettelbruck, Luxembourg. He leads the hospital’s ISO 27001-based cybersecurity and risk management program, overseeing all operational and strategic aspects of cyber defense. With over 15 years of experience in cybersecurity across healthcare, finance, and consulting, Florent combines hands-on technical expertise with a solid background in GRC. He has held roles including lead security architect, cybersecurity consultant, and penetration tester. Florent holds the CISSP certification and is currently completing an Executive MBA. He also represents hospital CISOs in Luxembourg’s national OSIS group (Organe de Sécurité Informatique en Santé), which supports the Ministry of Health on NIS 2 and wider cybersecurity topics.

Nils Hansma
Nils Hansma is a Compliance, Security and Sovereignty Assurance Lead at AWS since 2021, where he immediately immersed himself in addressing complex security challenges across multiple sectors. His main focus areas are cybersecurity strategy development, AI security frameworks, and cloud infrastructure protection. Nils actively participates in several high-level working groups. Prior to this, he served as Deputy Director of Cybersecurity Consulting at Sopra Steria already working on emerging technologies including blockchain, IoT, and artificial intelligence. With his background, he brings unique insights to international security cooperation and cross-sector cybersecurity challenges.

Guy Isler
Guy ISLER is Chief Information Security Officer at the Centre Commun de la Sécurité Sociale and for the Luxembourg Social Security Institutions since 2005, with a previous experience in the Luxembourg banking and insurance sectors. Computer engineer specialising in artificial intelligence, he was elected CISO of the year in 2022 (Cybersecurity week of the Luxemburg House of Cybersecurity), and is at the heart of the implementation of the NIS 2 Directive within the various social security institutions in Luxembourg.

Christian Studer
Christian joined CIRCL in 2017 after he graduated with a Master in Computer Science. During his master’s thesis at CIRCL he showed his capacity to lead existing CIRCL software such as the Potiron framework, a tool to normalise, index and visualise network captures. He is mainly working on MISP, contributing to the core development and several integrations with other tools and formats, most notable, he leads the STIX implementation of the project. He is also the co-chair of the OASIS CTI STIX Subcommittee

Jacques Kellner
